Innovation policies
Innovation Union 1, a flagship initiative under the Europe 2020 strategy, is an integrated innovation strategy built around 34 specific commitments. Based on a broad concept of innovation, encompassing the private, public and third 2 sectors, it aims at ensuring that innovative ideas are translated into new goods and services that create growth and jobs.

Thematic Programme Capitalisation on Demographic Change

On November 27th a second workshop on Demographic Change was organised within the framework of the Thematic Programme Capitalisation initiative of the Interregional Cooperation Programme INTERREG IVC. The workshop took place at the Committee of the Regions in Brussels and content-related partners from the core INTERREG IVC Projects on Demographic change were invited. Represented projects were: PADIMA, DART, CREATOR, CASA and INN.O.V.Age. This is the report of the Workshop.

Eco-independence
The subject of the present volume has been developed in the course of the European Project Interreg III C ( Projects for European Interregional cooperation between public entities and equivalent institutions - April 2005/September 2007). The project Wel_Hops welfare housing policies for senior citizens, or housing welfare solutions for senior citizens, has involved institutes from 5 countries: The Blekinge Institute of Technology, Karlskrona University (Sweden); Brighton & Hove City Council (The United Kingdom); FAMCP - Aragonese Federation of the city council and province of Saragozza (Spain); the Municipality of Gyor . Hungary (a new member of the European Union) and ERVET - Emilia- Romagna Territorial Economic Development (Italy) which was responsible for guiding the other partners in the project.

Étude : L’évolution des transferts entre les générations en France depuis trente ans : une autre lecture du ratio de dépendance
Innovation policies
Cette étude, réalisée à la demande du Commissariat général à la stratégie et à la prospective et attribuée sur appel d’offres, propose un panorama complet des transferts entre les générations en France sur un horizon de trente ans. Elle a été réalisée par une équipe d’une dizaine de chercheurs membres de la Chaire transitions économiques, transitions démographiques. La direction de l’étude a été assurée par Hippolyte d’Albis, professeur à l’université Paris-I. Les transferts entre les générations désignent, au sens large, la redistribution des ressources produites par les individus d’âge actif aux individus “dépendants” (enfants et retraités). Beaucoup de transferts dépendent de l’âge (retraite, éducation, temps de soins aux enfants, etc.). Or l’allongement de l’espérance de vie a modifié les structures par âge de la population et les rapports entre les générations. Cela questionne à la fois la soutenabilité financière de notre système de protection sociale, le rôle des familles comme pourvoyeur de solidarité et la place du marché comme opérateur de transferts de risques et de revenus (logiques assurantielles). L’évolution de la composition des transferts (salaires, retraites, revenus du capital, cotisations et taxes, épargne, etc.) par âge et dans le temps permet de mieux comprendre la dynamique des dépenses publiques et, in fine, nous renseigne sur l’évolution du modèle social français. L’analyse qui a été réalisée repose sur une méthodologie originale, celle des Comptes de transferts nationaux (National Transfer Accounts ou NTA), qui aujourd’hui fait référence sur le plan international.
